Culture
Culture Points allow you to colonize. Without them, you can not found new cities. You can earn Culture Points by performing events in the Agora, which is found on the right of the Senate in your city. For your first founded city, you will need 3 Culture Points.
Other uses for culture points are for reseting a research in the Academy. Each reset costs 1 Culture Point.
