morale is a World setting which is meant to compensate for large players attacking smaller players
Explanation of morale
When a player attacks another player, morale is calculated. If the attacking player has significantly more points then the defender, then morale comes into play. morale is a percentage, with a default of 100% but it can range down to 30%. in the Simulator it is possible to account for morale
History
morale has technically been an available feature since Grepolis began. But it was not implemented until the 1.12 update, along with Revolt. On the Grepolis forums there was a general dislike of the morale system, and caused a server-wide vote to be implemented about it.
