3.) 14000 Silver

4.) 10 Research Points

5.) Academy level of 28 or more

Example

A fleet of 100 lightships grants 20000 of naval offensive strength.

20000*0.10=2000

20000+2000=22000

This applies to only naval ships (Including Hydras) and works both offensively and defensively.
