Every player needs culture points to be able to colonise or conquer. Without the right/specific amount of culture points you are not able to colonise a new polis. Other uses for culture points include resetting researches in the academy for 1 culture point each.

For example, say I had 5 cities and I had 1500 battle points that I had not already used on Victory Processions. I would be able to set up 5 victory processions, 1 in each city, at the same time using up 300 BP per Procession. Then once they had all finished, I would have an extra 5 culture points.

Cultural Levels
